Recommendations for improvement are a natural by-product of evaluation. It can be assumed that programs never run perfectly and that there will always be room for improvement. Evaluation allows programs, based off well-guided research questions, methodologies, and well-structured analyses, to determine where those improvements may be. Recommendations for improvement should not be viewed from a deficiency mindset (as indicators of failure), but rather from a growth mindset (as opportunities to improve).

While formative assessments may offer program enhancement during implementation, evaluation reports tend to look at summative data at program completion to identify meaningful insights that could improve program planning, resource management, activities and services, as well as future evaluations. How many questions should a single survey include?

The number of questions depends on an evaluation’s purpose and goals, and the type of questions being asked. It is important that before you launch a survey, you test it with a sample to ensure it is understandable and reasonable in length. Ideally, surveys should take no longer than 15 minutes for respondents to complete.

What are important factors to consider when developing an evaluation plan?

There are many things to keep in mind when creating an evaluation plan, but some considerations are the program/project goals, the evaluation questions that need to be answered, who the key stakeholders are, program/project activities, outputs, outcomes, and any challenges or other factors that may affect the program.

When should formative evaluation occur?

During the development of a new program or when an existing program is being modified for a new population.

What are common types of summative evaluation?

Goal-based evaluation, outcome evaluation, impact evaluation, cost-effectiveness, and cost benefit analysis.

When is an impact evaluation typically carried out?

Impact assessment should be considered early in planning, and its timing should be carefully considered. It should not be conducted too early because there may not have been enough time to develop longer term impacts, while if conducted too late, the impacts may be declined. The assessment should be conducted when its intended use is clear and its findings used for necessary decisions.
