Third Party Evaluation
What is it? Independent, third-party evaluation is the objective review and evaluation of program data by an external evaluator. It is generally preferred, but not always required on grants. Third-party evaluation, often referred to as External Evaluators, bring a sense of objectivity to the review and evaluation of program data because they are outside of the grant team (or university) implementing it. The U.S. Department of Education lists four general categories of third-party evaluation (evaluators): university faculty, private for-profit evaluation firms, non-profit organizations, and independent contractors.
Accountability is central to evaluation, and to ensure that reporting is objective, agencies often require an independent evaluation. Our consultants have served in this capacity on a variety of federal grants, and understand the requirements, communication, timeliness, and flexibility required. Usually the solicitation will note the funder priorities in the introductory portions of the call. If they are not clearly stated, however, you should go to the funder’s website and search for their current priorities.
Almost all funders and solicitations will require an evaluation plan. The complexity of the evaluation will differ.
Randomized controlled trial (RCT) in the experimental design is ideal because it looks for causal relationships, randomizes participants, includes a control group to be compared with, and may also control for confound variables. However, it is not always ethical or feasible doing RCT, and some factors may limit the reserach design, such as budget, timeline, population, and research questions.
