Cost Analysis
What is it? ? A cost analysis focuses on the implementation costs of a program without regard to the ultimate outcome. It is an important piece in determining the suitability or feasibility of a potential project. According to the Institute for Education Sciences (IES), in the area of education or community health, researchers analyze cost in order to (1) describe resources needed for a program, (2) attach value for these resources, and (3) provide estimates to a program’s costs. Knowing what a program costs, enables state and local education providers to make well-informed decisions for adopting new programs or strategies. It also serves as the basis for more in-depth economic analysis such as Cost-Feasibility Analysis (CFA), Cost-Effectiveness Analysis (CEA), and Cost-Benefit Analysis (CBA).
Accountability is at the very center of reasoning for conducting a cost analysis, as it allows funders to determine whether resources are being used as planned. As such, grant seekers should anticipate that cost analysis will soon go from an encouragement to a requirement.
